If you had the chance to set up a UUCP net for a whole new country that
doesn't have one, how would you do it?  

What mistakes could be made?

What is your idea of a UTOPIA of a public UUCP net?

Mistake #1 is to believe that UUCP networking is free, so there is no need
to set up any formal arrangement to require people to pay for it.

Mistake #2 is to set up an administration which has the power to extract
payment but is not answerable to the customers for quality and price of
the service provided.

Avoiding both of these is tricky.  If you can do it, other problems should
be relatively minor.
