[news.admin] Would separate votes eliminate the need for YES = 2xNO?

If we have two separate votes, one of "whether" and one on
"name", then making group creation harder (e.g, requiring
YES votes to more than double NO votes) is unnecessary.  In 
fact, it eliminates an argument against making creation
*easier*.
