[news.admin] Call for Discussion: talk.lists

A number of people have become annoyed by the most recent "What are your X
Favorite Albums" in rec.music.misc, as a discussion like this tends to 
occur every few months.  I'm sure that this situation is similar in other
groups.

In addition, one user (whose name I don't recall) posts a list of "Most
Commonly Cited Articles in comp.*".  This is another list that has generated
questions concerning whether it's worthwhile to even compile such a thing,
much less post it to a number of newsgroups.

To provide a place for such compilations of statistics to exist, I suggest
that "talk.lists" be created, and all who wish to inquire about any of
the above topics and any topics they happen to desire, should do so there.
This will have the additional side effect of removing these lists (well, 
some of them) from the various newsgroups where they're generating controversy.

Other possible names would be: "talk.statistics" and "talk.surveys".  These
have the problem of being a bit too general, but perhaps that's for the
best.

There's little doubt in my mind there's a need, and even less doubt that
*talk* is the proper place for it.  If nobody has any objections (hah!), 
I'll call for a vote at the appropriate time.
