[news.admin] large articles don't propagate everywhere in the world

As you can see from the following, there are some parts of the
planet the restrict incoming email (hence gated mlist articles)
to an arbitrary value.  This header fragment is excerpted from
a bounced newsgroup=>mlist gated article.

Those inclined to post (usually reference) articles of large size
are advised to keep the above in mind.  This is not a request to
blindly look up the use of 'split' (please don't unless warranted),
but rather to consider shortening the posting if at all possible,
failing which you now know that some of the remoter sites where
reception of email costs real money may not see your posting.

Those readers in such places are well advised to consult with
their respective admins to arrange a proper biz.sco.* news feed,
at which point distribution to them will be more reliable and much
more cost effective overall.

Any "hub" sites lacking a biz.sco.* feed who can't find one closer
are encouraged to contact the undersigned.  Generally once one site
on a continent brings in a feed (note only 1 feed should be required
subject to local politics), better "local" propogation should result.
