[news.admin] there are LOTS of messages with two @'s in them

On a lark I grepped through my history file looking for more than
one '@' in a message ID. I found over 180 such messages.
(I keep a 40-day history file). While they're not legal, they apparently
aren't truly rare. Perhaps steps should be taken to harden the
nntpd software against these unsightly little beasties.

In the interest of public humliation and flogging :-) here's a count
of all of the doubled at-signs in the history file here, sorted by
frequency of appearance. Two of the goofups look like they're due to
misconfigured GNUS posting schemes, and some are probably the result
of busted gateways. If netnews software wants to get tough on message
ids like it got tough on dates, fixing the worst six offenders will
get rid of 85% of the problem.
