[news.sysadmin] Public access in Hong Kong?

I was bragging to a friend after the great response I got to a recent
request here for public access logins, and he got all excited.  See,
he needs to get some files to his buddy in Hong Kong (they are some
patches to some IBM-PClone software they're working on), but the
private non-Unix network they are using is too slow to respond in time
to their dumb kermit system.  The propagation delays are too long, and
somehow the system is barfing on it.  To make matters worse, they
don't have e-mail working on their network.

Anyway, since there are so many public or semi=public access systems
in the states, I wonder if there is a site in the Hong Kong area that
might be able to provide an e-mail login for my friend's friend in
Hong Kong.  That way, my friend could mail the patches to his friend,
and his friend could download them locally.  I know this is a long
shot, but if anyone can come up with any pointers it would be great.

P.S.  Pending the possibility that nothing mihgt come of this, I
haven't told him yet.  I'd like to surprise him with it if it comes
