Some police departments will send people over to your house to find easy break-in points. (Many windows can be lifted out, for instance.) I think what Weemba is proposing is that somebody (ARPA, maybe) periodically probe all the machines in creation for all known breakin paths, and mail their administrators notice if they succeed. (If the problem isn't fixed by the next probe, then higher-level action should perhaps be taken - contacting management, etc. It may even be possible and appropriate to kick the offending machine(s) off the Internet.)
