[news.sysadmin] Policies regarding news access

Now that we have ANU News for VMS up and running, we have the capability
to allow ALL of the users here (approx. 15,000) access to news.  Before we
do that, however, I was wondering what policies (if any) regarding access to
news are in place at other universites (or any other sites, for that matter).

Please e-mail responses to me.  If there is enough interest, I'll summarize
and post.

Perhaps a little elaboration might be appropriate......

While we do indeed have approx 15,000 users here, I doubt very much that
all of them will be running news, so it sounds a bit more imposing than
it really is.  The actual number of news users will much, much lower.

I'll do my best to educate our users BEFORE they are even allowed to post
anything.  I have to, I can restrict access on a user-by-user basis.  Our
site has our share of childish users and I have no intention of letting
them use up net bandwidth indiscriminately.

Rest assured that I don't plan on letting our users abuse their news
privileges.  My apologies if I caused a panic by letting everyone think that
we were going to turn thousands of uneducated, unmonitored users loose on
the net.

15,000 new users on USENET!?  Personally, I would like to see new USENET
users allowed read-only access for a few weeks, until they become familiar
with the standards and philosophy of USENET.  Then, after passing a short
written exam. to determine that they have in fact read the materials in
news.announce.newusers, they would be eligible for access to postnews/Pnews.
