[news.sysadmin] why do I get my own sys file when I post a sendsys ctl?

My system (dkstar) is attached to bagend.  Whenever I issue the
command:
inews -n to.bagend -c sendsys < /dev/null

I get not only bagends sys file, but I also send my own sys file
to myself.   I have played with the sys file, and taken all "to" groups
out of the dkstar sys line.  I thought this would prevent the control
message from being sent to dkstar.  Aparently not.

I am running news 2.11 path 14 on a berkley 4.2 Symmetric computer system.
I have smail and sendmail if that matters.  Is it normal to get your own
sys file when you request someone elses, or do I have something set up
wrong?
