[news.sysadmin] how do i forward news?

Could someone shed some light on what I might be doing wrong?
This is a leaf site with a news feed from uunet. We are now trying
to feed news to another site. I think I am doing compressed batching.
The sys file looks like:

...
cuphub:rec.aviation,rec.humor,to.cuphup:F:/usr/spool/batch/cuphub
maps:comp.mail.maps:F:/usr/spool/batch/maps

After news (compressed batched) comes from uunet, there are only
3 or 4 article paths in the /usr/spool/batch/cuphub file.
Incoming news however contains at least 100 articles between
rec.aviation and rec.humor.
If there are map files posted, there  are no entries in /usr/spool/batch/maps.
It does not seem to be a permissions problem, I have looked at them and there
are some entries made in the cuphub file, but not one for each article
that should be forwarded. I can not find any pattern to the entries that
are there.
Can someone see some error in the sys file or point some other place to 
look for an answer. This is news 2.11 patch level 17.
If the answer is in the FM, could someone tell me where as I think I have
WOFM (worn out).
