[news.software.b] Problem of moderating newsgroup

When a newsgroup is changed to moderated, a lot of articles may arrive
with no Approved: header after control message changed from 'y' to 'm'.
Recently, comp.sources.misc has changed to moderated and a lot of
large articles have been mailed to comp-sources-misc@BACKBONE. This
situation is not good, especially oversea sites and V*X11/730 :-)

To avoid this problem, two level moderation would be a solution:
  First level:
	Only a article posted to 1st level moderated newsgroup at the
	local site is mailed to the moderator, but rnews does not check
	the Approved: header.
After a week or two weeks, second level control message is posted:
  Second level:
	Not only inews but also rnews checks the Approved: header. The 
	flag in $(LIBDIR)/active is changed to (for example) 'M'.

The moderator of a newsgroup should post two control messages, however,
he/she will get few illegal mails. Modification of news system is
easy, I guess.

It doesn't particularly help ncoast, either.  (And I daresay that the good
people at sun are getting a bit p*ssed....)

I would agree with the proviso that the second-level moderation message be
sent a few weeks after the ORIGINAL newsgroup is removed.  This gives any
articles aliased from one newsgroup to the other a chance to get out of the
network (barring network loops/time warps, which can't be blocked anyway).
