[news.software.b] mailx destroys headers

Patch #10 changed the sequence of attempts to exec various mail
programs in control.c. This change places /usr/bin/mailx BEFORE
/bin/mail. This has the effect (on AT&T SV machines) of ignoring
the prebuilt headers that are put out on the news admin mail
messages. The reason? Because mailx adds a blank line before
what he thinks is the message body. In this case, it is the 
entire message, including the headers so carefully constructed
by inews. The solution is obvious. Move it back down the list
where it belongs and let the mail be handled correctly so we can
see the subject lines without reading the messages. Besides,
why pay for the overhead of mailx when he is just going to call
the real mail delivery agent.
