[news.software.b] Missing "history" file

I've Read The Fine Manual a few times now and taken a look at the code
and I'm still stumped, so I'll turn to the net:

I am running news version "B 2.11 4/10/87" at patch level 8 (on an AT&T
3B15 under SVR2.1.1, if it matters).  The other day I recompiled in
order to change the location of our spool and lib directories.  That
went fine, but ever since then "expire -r" has refused to create a
"history" file.  It handles the "history.d" and "history.od"
subdirectories and their contents just fine, but there's no plain
"history" file.  I've tried creating one by hand, but expire deletes it! 

So, my questions are:

(1) Do I really need a history file?  The only adverse symptom I've
noticed is that the "meter" shell script complains.  I *have* seen a
few duplicate articles lately, but we keep our news on a pretty short
leash around here (expire after 4 days, clear out the history file
after two weeks), so I can't swear that they wouldn't have infiltrated
anyway. 

(2) If I do, is there a fix for this?  Did I screw something up when I
recompiled?  Must I (*sigh*) dig up and apply any patches which have
come out since #8?
