[news.software.b] Problems with patch #13

ncsugn is a 3B2 with SVR3.0 Version 2.

We are still running patch #8 -- the only one of the last several patches
that actually works at ncsugn.  Patch #13 blew up -- leaving all the
news articles (without headers) in files such as /usr/spool/news/.ina????
along with some lock files in /tmp.

While it is nice to add new features to news -- the added features
that each patch introduces tends to make to patches unreliable.  Added to
that the note from the net.gods in net.announce.important that we will
have our filessystems free blocks vaporized if we don't upgrade to patch
#13.  Can't we at least get the new features debugged before requiring
them.  Can't we work towards a "clean" version.  Let's call a moratorium
on new features until these stupid patches work.
