[news.software.b] does news use GMT?

I created a test message, then cancelled it.  The following showed up in
my history file:

<326@vedge.UUCP>        05/17/88 14:19  general/35 
<326@vedge.UUCP>        05/17/88 10:20  cancelled
<327@vedge.UUCP>        05/17/88 14:20  control/339

I ran 'date' imediately afterwards and I got:

Tue May 17 10:22:20 EDT 1988

It looks like the history file uses GMT sometimes and not at other times.
Could this cause some problems?  (I posted the article with postnews,
but cancelled it with Pnews via rn).

PS. Can someone explain to me the cryptic entry that showed
up in my log file (the last line):
