I have just learned that Waverly Press, to which ACM subcontracts the distribution of such proceedings, has been prematurely returning orders for the 1980 proceedings. The likely problem is that the materials are yet in press elsewhere and, therefore, haven't arrived at Waverly. Since they are NOT a branch of ACM they may "never have heard of it" until it lands on their doorstep. It appears that Waverly now knows that the 1980 proceedings are coming, and it will hold orders in expectation. If you are going to be (re)orlering very soon, instruct them to hold the order pending arrival of the 1980 book.
