[news.software.b] Creating newsgroups

I'm not sure if this is the right newsgroup, so apologies in advance if it 
isn't.

When I try to create a new newsgroup using the command given in the monthly
checkgroups posting, it changes the active but not .newsrc nor does it create 
the directory.  Have I got something set in my news s/w that causes that, or 
is that a feature?

Sounds like things are working correctly.  Creating a newsgroup
affects the list of groups that your system knows about (active).
When an article arrives, an appropriate spool directory will be
created for it.

Your personal .newsrc is the responsibility of your news-handling user
interface, like rn or GNUS or gnews or whatever.  The way most of them
work, you will be asked about the group (and it will be added to your
.newsrc) as soon as your user interface notices either (a) the entry
in active or (b) the existence of an article in the spool directory.
