From experimentation: MAPS:world,na,usa,comp.mail.maps:F:/usr/..... works, while MAPS:comp.mail.maps:F:/usr/... never makes any attempt at all to append to the file in question (verified by looking at log & errlog files). There is nothing in the docs to suggest that the distributions must be included... is there? "USENET Version B Installation," section 7.7, "Distributions":
"News 2.11 is much more particular about handling distributions
than previous versions. In particular, make sure that you
have the distribution _world_ in every line of your sys file
unless you are specifically limiting the distribution and are
sure you know what you are doing."

Ouch. Upgrade, upgrade. 2.11.19 is current and runs very well.

You must supply the distributions you wish to use. The first example line works because the maps are distributed in one of those distributions (one of world, na, usa). News 3 (as well as C news?) breaks the group subscriptions and the distributions into two different fields so they make more sense. Of course, having groups with the first component of the group name also being a distribution is broken... (ba.market with distr. ba, example), but changing it would be a major undertaking. Cheers!greg PS. Of course, you could have just asked...
