The ORGANIZATION variable that news uses to determine the Organization:
header is already in use by the Apollo operating system in its Access
Control List scheme. This should probably be changed to the more
specific variable "NEWSORG", as I'm about to do here.

"Already in use"? Which used it first, USENET news or Apollo? (It's
not an antagonistic question but it seems to me that it might really
be Apollo that made the poor choice here.)

Also, a question: how is the Path: header constructed? As you can
see, any response to this using that header would end up in the news
   sysadmin's mailbox.

It depends on how you are posting. It seems that your posting is done
somehow by whoever owns news stuff, which would tend to indicate
either NNTP's mini-inews or a setuid posting agent. mini-inews
is pretty good about providing a Path: and From: that essentially
agree; without knowing more about what you are doing to post and what
programmes are involved the question is difficult for me to answer.
