I am running Cnews and BSD 4.3. I have my pathnames problem fixed. Thanks for the comments. My problem with my active file and history files still persists. I believe the problem is somehow related to my UUCP feeds, as the problem did not exsist before picking them up. I wrote a shell script to delete any duplicate Message-ID's. After deleting all of the duplicates, I ran mkhistory and resumed news. All was well until I recieved some UUCP articles.
