Why doesn't C News checkgroups check for proper moderated status on
each newsgroup as does B News checkgroups?

Because when Geoff wrote C News checkgroups, he was working more or less
in the dark... because there is *no specification* for how checkgroups
works or what it does, and the B News code is cryptic.

Geoff is working on this (first the specification, then a rewrite of the
C News checkgroups; for obvious reasons, they must be done in that order).
Holding of breath is not advised, but it *is* coming.
