I removed the /.../lib/news/input/newsrunning on/off from the cron-file
so it always stays on and it seemed to work the first times I ran command
/.../lib/news/input/newsrun - the news was batched but know newsrun returns
immediately and nothing is batched - why?

I'll answer the question myself! Cnews calculated that there wasn't enough space to unpack news so it instead waited until there was more space or removed it leaving a mail to postmaster informing him/her that there wasn't space for the news! That's Cnews - wau!
