obtaining all partches and and "up-to-date" version of the software?
Also, what patchdate is C News up to?

  The current cnews.Z can currently always be retrieved by anonymous ftp from
  cs.toronto.edu in file pub/cnews.Z and the complete set of patches can
  also be found on cs.toronto.edu in the directory pub/cnews.patches.
  For people with broken name servers: cs.toronto.edu is 128.100.1.65
  FTP during our peak hours (13h00-17h00 Eastern) is not encouraged.

The latest patch is still the 7-Sep-1990 one.

Yes, the Wolves Den archives have the Cnews patches (and distribution
kit) available for anonymous uucp.  Here is the extended blurb for the
Den archives.
