[news.software.b] directories for new groups owned by root. -- Cnews

We are running Cnews and nntp.

I have set up cnews to automatically create new groups but when it
does so the directory in /usr/spool/news... is alway owned by root and any
articles placed in the directory are also owned by root.
When these articles eventually expire 'expire' bitchs that it can't remove
them (not surprising!). I then have to chown the directory and the files 
and all is well. 

I have checked the following things:

nntp is running as news.
newsrun is run as news.

We had a problen with setnewsids ( it was owned by bin instead of root) but
fixing that makes no difference. (I don't think that it is called, since
we can do setuid(geteuid()).)

Can anybody give any help on this?

I have had a quick look at the cnews source trying to find out where the 
new groups are created but I could not find it.
