[news.software.b] non-inet site fed by an inet site = huge junk. Solution?

Let me start by thanking the many who mailed answers to the
distribution/heirarchy problem. This one looks to be a tougher
nut to crack.

Gene Spafford puts out two checkgroups messages. One for sites that
aren't on the internet, and another for sites that are. This second
list includes groups that are gatewayed to high-volume mailing lists,
or are inappropriate to non-internet sites.

So we have site a on the internet feeding site b who doesn't want
the inet groups. The way it is now, site B is simply dumping into
junk all of the traffic in these groups. Is there an easy way to 
fix this situation so that a won't feed this stuff besides, of course,
including a "!" entry for each group in question in /lib/news/sys on a?

IMHO, the traffic in these groups would do well to have distributions
of "inet" or be placed in a separate "inet" heirarchy, but it's
probably not worth the effort, I suppose.
