[news.software.b] relaynews troubles

Hi.  I need some help, 'cuz I looked at the source and I can't see what's
going wrong.  I keep getting error mailings from relaynews, telling me about
error codes 16, and also 139.  They both say that an explanation is deposited
in errlog, but only code 16 gives me an error message:

relaynews: can't link to `alt/folklore/urban/6799'
relaynews: can't link to `comp/unix/internals/1589'

Why in the world wouldn't it be able to link?  Relaynews is running as 'news',
and all the directories are owned by 'news', and have 664 permissions.  The
really weird part is that later invocations of relaynews *are* able to link
to the file named in errlog.

Code 139 is worse, because it doesn't tell me what's going on, and the
process just dies without removing its lock.  It's not a permissions problem
on errlog, because I've got it set to 666 (just to be sure).

I've looked at the bad batches, and I can't see anything special about them.
