sys file of another site?

Same way a site running B News does it:  send that site a "sendsys" control
message.  There is no pre-canned way to do this.  If trying it, be very
careful that you use a newsgroup/distribution combination that restricts
the transmission of the control message to the site you want!  (There may
not be such a combination, unfortunately.)
