[news.software.b] Canceling postings in moderated newsgroups

Perhaps someone could enlighten me:

B news used to allow a cancel in a moderated newsgroup without an
approved: line in the header.  C news does not seem to allow this.
Which is correct behavior?

RFC1036 says plainly that all messages in moderated newsgroups require
the Approved: header.
