[news.software.b] Ultrix, /bin ownership and C-news install

C-news is running on our microVAX II with Ultrix 3.1B.
There are some minor problems (archiving and checkgroups) that
seem to be permission-related.  I want to do a "textbook" re-
install of the news software.  C-news assumes software and system
bin directories are owned by (bin,bin).  In Ultrix 3.1 such
directories are owned by (root,system).  The install script
doit.bin fails.

What does the Net recommend?  I see at least three alternatives:
    - Change owner of /bin, /usr/bin and /usr/local/bin to (bin,bin)
    - Let root own the software; run all makes as root
    - Install manually (want approved textbook method)

How have other administrators installed C-news on Ultrix?
