[news.software.b] need 12 bit compression for batches

I've got a news connection which cannot handle 16 bit compression,
and so needs me to send the batchs either uncompressed or compressed
using 12 bit compression.  I didn't see in my reading of the documentation
how I could do this.  I'm running B2.11 patchlevel 17.
