[news.software.b] warning to sophisticated expirers regarding current C News patches

People using sophisticated expiry schemes, like multiple explist files or
dynamic generation of explist, beware:  the current set of C News patches
includes one shell file, relay/aux/staleness, that knows where explist
lives and is aware of the format of the /expired/ line.
