[news.software.b] where do "checkgroups" control messages come from?

My active file seems to be extremely out of date, as witnessed by having
huge numbers of messages like

  "Unknown newsgroup comp.windows.x.motif not localized"

appear every time I get a batch of new news. I'm assuming that the
"newgroup" control messages for these groups were never received or
processed properly, thus, the active file got out of date.

Further reading seems to imply that the "checkgroups" control message
comes with a complete list of the current "official" newsgroups, and
causes both the active and the newsgroups files to be updated.

Only problem is, who sends "checkgroups" messages? I don't seem to have
received one of these since March (that was the last time "newsgroups" was
modified). Am I correct in thinking one of these should bring my active &
newsgroups files up to date? I am running B news ver 2.11.

Any help anyone can provide would be greatly appreciated.
