[news.software.b] posting to multiple groups/mailing to moderator

This is realy a news.software.c question, but since that group does not 
exist...

A user at our site just reported a "bug in Pnews".  Turns out he had posted
a note to a long list of groups, one of which was moderated.  inews
simply mailed the article to the moderator of the moderated group without
posting to the unmoderated group.  Is this a bug or a feature ?  I'd tend
towards calling it a bug, since he posted to unmoderated groups and it
failed to show up and he got no diagnostic.

This is a feature.  Inews does attempt to produce a message saying it is
mailing to the moderator; he may have overlooked that or Pnews may have
eaten it.  If moderated groups are to have any meaning, anything in them,
including cross-postings, needs moderator approval, and there is no way
to retroactively add a group to an already-posted article, so anything
(cross-)posted to a moderated group goes to the moderator.

Actually, B News behaves the same way, so it's irrelevant.

There are only two possible things to do here:

1) send the posting to the moderator and let hir post it to all the
groups mentioned, or

2) actually post the article to the unmoderated groups and send a copy
to the moderator, who will post it separately to the moderated group.
This loses because people who subscribe to the moderated group and any
other group the posting went to will see it twice.

The "bug" is that Pnews does not warn the user about the behaviour of
postings made to both moderated and unmoderated groups.  inews is fine.
