Does anybody know about public domain LISP for Sys V?
Preferably Common LISP.  Does anybody know if GNU is has distributed
one maybe?

The Scheme that you can get via the GNU/FSF folk is rather deeply
entrenched in BSDisms.  I was going to do some work at porting it to
SysV but haven't found the time yet.  It will take some doing,
methinks.
