[news.config] Big changes at lll-tis

During the period 15 October - 1 November, the site lll-tis will be
undergoing a major reconfiguration.  The following changes will affect
our UUCP and Usenet neighbors:

1) The lll-tis VAX-11/780 will be removed sometime during the
   week of 26-30 October.  A replacement machine (type unknown
   pending final procurement) is expected to be installed sometime 
   during November.  In the interim, we plan to rename one of our other
   hosts as "lll-tis" to avoid major UUCP/Usenet/Internet dislocation.
   If everything works out OK, this change should be relatively
   transparent.  We hope to be able to retain all presently existing 
   UUCP connections and Usenet feeds, but might have to curtail them
   if we cannot "borrow" a machine with sufficient capacity.

2) The site's data switch is being replaced by an Encore Annex 
   communications server, sometime during the week of 19-23 October.  
   This means that incoming UUCP chat scripts will need to be modified.  
   Our UUCP neighbors will be receiving details on this shortly; if you talk 
   to us and don't get a message this week, let me know.

3) [For NNTP neighbors and other Internet folks]  On or about 20 October, 
   the lll-tis VAX, which is a MILNET host, will leave MILNET and our
   LAN (including the "new" lll-tis machine) will connect to the Internet 
   via another existing gateway. Since this requires both beaucoups
   paperwork and coordination with the NIC, we could be off the net for
   short periods commencing 20 October (during gateway testing) until the 
   reconfiguration is complete.  This might have some impact on NNTP feeds.
