[news.config] UCSD in Yo-Yo mode

Between mainbus wedges of unknown cause and cpu cache parity errors,
host 'ucsd' has been going up and down a whole lot the last week or
so whilst we were all away at USENIX.  DEC and we are working on the
problems, and we hope that things will be much more stable soon.
Often ucsd is down for several hours at a time, since it has an
annoying habit of eating the format on one of its disks as it flutters
away into LaLaLand.

This system is the main mail forwarder for the UCSD campus, and handles
most of our internet, uucp, and bitnet mail.  It is also from whence our
NNTP news connectivity springs.

If you've been having problems getting mail, news, or nameservice from
UCSD, these crashes are probably why.  Luckily we don't seem to be
losing stuff passing through, since that filesystem doesn't get chewed.

It has been suggested that we rename the system 'limbo'.  My resistance
is weakening....
