[news.config] note from Peter da Silva

Excuse me if I have posted this wrongly or to the wrong distribution;
I have less than no idea what is going on, except that from my point
of view, mail to Peter bounces when it should go through.  Peter asked
me to inform you of the problem at his site.  I have included his
entire letter here, in case the header information is useful in
clearing up the problem.  As I see it, I have just dumped this problem
into the laps of the collective appropriate gurus.  Please don't
consult back with me; I really, really don't know what is going on here.
