[news.config] Please Delete 'oss410'

The local area network of which 'oss410' is a part has finally gotten
its system-wide mailer fixed so it properly handles incoming and outgoing
mail.  'oss410' therefore need no longer be a discrete map entry in
u.usa.md.1

Mail that might otherwise pass through 'oss410' should be routed through
'woodb' (see map entry in u.usa.md.1).  'woodb' talks to 'aplcen' and
'fallst'

is oss410 still going to be making any phone calls?  should all info
regarding oss410, including entries in L_stat be removed, or does this
only pertain to map data?  inquiring minds want to know ...
