[net.periphs] Rl with overlapping seeks

I have modified the DEC rl driver some to allow disk sorting (a-la dsort.c
(the VAX version)) and to allow overlapping seeks. It seems to help a bit
(and the rl's need all the help they can get!)...If anyone is interested in
