[news.config] Map update for rpp386

I have repeatedly sent this in, but it keeps getting ignored and not added
to the u.usa.tx.2 map file.  Things are getting desparate ...

	|_ remove this entry. "loci" does not belong in this list. The
	connection will not be honored. Mail through rpp386 has been 
	deliberately lost in the past and "loci" has good paths through
	"killer", "texbell", and "csccat" so forget this entry.
