[news.config] Summary: how much news people keep

Here's a quick analysis of the spooling directory sizes from the 66 sites
that have sent me data so far. The integers are the number of articles stored
on that machine at the time that the analysis program was run:

Mean:        25161           (  9.9 days)
Std.Dev:      3320           (  1.3 days)
Max:        115138 at decwrl (  45.5 days)
Min:           101 at comhex (  0.0 days)

The standard deviation of 1.3 days says that almost everybody on the net uses
nearly the same expire interval of about 10 days.
