[news.config] Mail to Rich $alz was down over the weekend

This smacks of self-promotion, but judging from the amounts of email I get
I think lots of people would want to know this.  My mail machine was done
for 3+ days for an upgrade.  If you sent anything that should have hit
here between, say, Dec 14 and Dec 18, you might want to resend if I
haven't replied in a day or two.
