The answer to my question about my having a \caption in a center environment was answered indirectly by several helpful readers who pointed out that short captions are always centered anyway making the center environment unnecessary. I probably should have realized this, although I couldn't find any mention of this bahavior in the LaTeX book. This, however, led to another problem. The formatting requirement for the document I'm preparing requires centered captions for tables and leftflush captions for figures. What I decided to do about this was to create \tcaption and \fcaption which would produce the desired effect for tables and figures. Knowing that captions are by default centered made it easy to modify the original \caption command. So, thanks again to everyone who responded to my plea.
