Yes, I could get results acceptable to me only with a \rightskip like
0pt plus 4em. I added \spaceskip 1em too.

At the Clarkson archives, dvidoc.shar3 (I think) has source and results that
I consider to be high quality.

When did you look? If you used the shar3 macros with plain TeX and had trouble,
let me know.  We still need a latex style, as far as I know.
