Where could I find the C source-code for a version of Bibtex that would
compile on an ANSI compliant compiler (Prospero-C)?

The Unix TeX distribution has it all. you need web2c, and the
bibtex.web source. or sun.soe.clarkson.edu has these things for
anonymous ftp
