[comp.text] web2c as a pascal compiler

Long before web2c could convert *all* of the TeX distribution, I
used the "ptoc" Pascal to C compiler (find it in the USENET source
archives) to build Metafont and friends.  It worked fine; I think
I only had to tweak the "else/otherwise" and extern/external keyword
names (which aren't standard Pascal, anyway).
