IncTeX is one of the subprocesses VorTeX launches. You get Inctex with the vortex package. Ours is version 2.53. You can buy the package from BSD for ~$500 (but don't quote me). You have to sign a license. They will send you a tape. We got ours on a SUN cartridge. Vortex works with X10 NOT X11 unless they got it working since September. We don't have X10 so we can't run it.
