The Spring/Summer 1990 issue of the ACLS Newsletter has a short article about
the Text Encoding Initiative on page 6 that states:

     The text encoding initiative has three main goals.  The first
     is to specify a common interchange format for machine-readable
     texts.  The second is to provide a set of recommendations for
     encoding new textual materials.  The third is to document the
     major existing coding schemes and to develop a metalanguage
     in which to describe them.

The Project is being undertaken by the Association for Computers in the
Humanities, the Association for Computational Linguistics, and
the Association for Literary and Linguistic Computing.
