  Does anyone know if a pic to postscript conversion program exists?

The transcript suite (from Adobe) converts output of troff and ditroff into
postscript.  So if you have either (troff and/or ditroff), you can get pic
into postscript that way.

The groff suite available from prep.ai.mit.edu is free and will do
all you want (and a little more besides).
