Can someone suggest a good article that explains
ISO/CCITT Open Document Architecture and its
place in the world?

There are a couple of general introductory articles on ODA: 

    [Ansen] Debra Ansen, "Document architecture standards evolution.
    (Office Document Architecture for structuring and encoding
    documents)," AT & T Technical Journal, vol. 68 no. 4, July-August
    1989,  p. 33-55.

    [Dawson] Frank Dawson and Fran Nielsen, "ODA and document
    interchange. (Office Document Architecture standard)", UNIX Review, 
    vol. 8, no. 3, March 1990,  p. 50-57.

    [Hunter]  Roy Hunter, Per Kaijser and Frances H. Nielsen, "ODA: a
    document architecture for open systems. (Office Document
    Architecture)", Computer Communications, vol. 12, no. 2, April 1989,
    p69-80.

An brief description is available to people who brought up all of the
Andrew installation from the X tape by typing "help oda".

As to its place in the world, there is a technical report by Bormann and
Bormann at the Technical University of Berlin on Open Document Standards
which talks about many things, including ODA.  Sorry, I don't have a
better reference for that document.

Of course, my favorite discussion about ODA is in my book. We have an
introduction to ODA, a discussion of its use and an evaluation of its
implementation.
