There are a couple of general introductory articles on ODA:

An brief description is available to people who brought up all of the
Andrew installation from the X tape by typing "help oda".
As to its place in the world, there is a technical report by Bormann and
Bormann at the Technical University of Berlin on Open Document Standards
which talks about many things, including ODA. Sorry, I don't have a
better reference for that document.
Of course, my favorite discussion about ODA is in my book. We have an
introduction to ODA, a discussion of its use and an evaluation of its
implementation.
